911 Outbound Route

911 Outbound Route
I have a tdm400 card with 3 fxo ports. Under freepbx i set the outbound route to :

311
411
911
etc...

When i dial 911 i get a fast busy only. Can someone please help me correct this?

First, do you have ANOTHER outbound route with a 9 in it?
For example, do you have a route to let people have to dial 9+number to get outside?
If so, make sure that the 911 outbound route is the FIRST one on the list.

If not, make a test calll and post the log
