"DIAL" under Sip extension settings

I can send calls to another trixbox server via IP address by modifying the "dial" line. Let's say I create extension 250. When I edit the extension, under "dial" i would have "SIP/250". If I want to send it to an IP I would change it to "SIP/250@ipaddress". However, this only works with selective IP addresses! When it doesnt work on a certain IP it would tell me the reason is that everyone is busy/congested. But why is it only working for certain IP addresses? All the trixboxes I am trying to connect to are not behind NAT so it's definitely not a NAT issue here.
Creating an IAX2 trunk to peer with the other trixbox isnt usable because the caller ID on the other trixbox would just come up as the extension number of the username I am using to peer.

Any ideas?
