When a incoming caller is waiting for someone in the ring group to pickup the call what controls the tones they hear? ie how do we change them?

It all depends on the type of telephony hardware in your system. If you are using digital cards or a sip trunk then this kind of interaction happens
If your ring group has no announcement just a group of phones ringing then the carrier will play tones until one of the phones answers the customer will not be charged for the call until a phone answers
This functionality can be changed
Place an announcement before ringing the ring group (or an announcement one second long of silence) and now trixbox will answer the call before ringing the ring group, the customer will be charged from the start of the call, asterisk will control the ringing or it can play hold music whilst the ring group phones are rigging.

In the ring group page you have an announcement line where you can specify an announcement to be played prior to ringing the ring group
also you have a play music on hold option this I have used to play a music and announcement loop that gives the caller information whilst waiting for the ring group to answer.
