RCB8Fxx not catching digits

This is probably an easy one for you guys. I have an RCB8Fx device with 2 pots lines coming in. If I were to dail 9-555-5555 then I hear "you must dial a 1 or 0 ro dial this number" this is coming from the phone company, bellsouth.

However, if i keep trying eventually it will go through. It does the same thing with 10 digit numbers as well.

Funny thing is, I set up 2 other cards in two different installations the same way. Yet this is the only one having a problem.
