Is there a proxy service for DIDs that will route inbound calls over the best provider?

I'm looking for a service that will act somthing like DynDNS. I want to have inbound calls go to a proxy that will have a table of the voip providers that I'm registered with like say Vitelity, CallCentric, and VOIPStreet. The table should be constantly updated as to which provider has the best pings, packet loss, etc. Then if say vitelity starts having high packet loss then the system will switch so that INBOUND calls start going over one of the other automatically.

I know this is kind of how the outbound calls work but I'm looking for something that works with inbound calls.

Is there such a service or capability?
