Trixbox not recording all calls (need to enable chanspy)

i am trying to set up call recording on my trixbox system so it records all call, both in and out.

this did not work as expected and i have logged a call with Fonality and they found the following

"You called because you found that recording was not working on some extensions. I actually found the problem was with all extensions and it appeared to be a problem with macro-call_recording. The only instance I see of recordings are when chanspy was engaged. You can modify the system to allow chanspy for all calls"

trouble is they haven't told me how to do it!

can anyone help me out and let me know how i can easily enable chanspy for all calls?
