After-hours VM paging script - $100

I need a script or method that would fulfill the following process:

1: Client calls after hours support line.
2: System calls technician who is on call (changes every month and there is only a few of us, so we can do this manually)
3: If technician doesn't answer, client comes back to a prompt that asks them to leave a message.
4: System will begin calling the on-call group in a specific order with a notification that there is a voice mail waiting. Ideally, they would be able to punch a button that would link into the voice mail box and allow them to listen to it/delete it. The system would continue to page until the message was marked as read or deleted.

4 is the part I am having problems on. If $100 isn't fair, please contact me with a quote on what it would take to write this and help me implement it. I am using Trixbox 2.8.0.1.
