What country are you in?

In the US it's not that easy.

You also need adequate funding to build your network. The softswitch is the simplest part.

Many carriers use Asterisk, PBX software is not needed. FreeSwitch is also a popular option and has very high capacity. More important is your Session Border Control. OpenSER is the only open source options but the commercial solutions from Acme Packets, Genband and Sonus are the best choices.

I don't know anything about

I don't know anything about Canadian law.

I can tell you from personal experience that becoming a provider is a significant effort. It takes time, money, planning and skill. If you don't have the skills in any area then you have to hire someone to fill the gaps. That takes even more money.

Things that need to be addressed before day 1:

  1. Business Structure
  2. Capital plan
  3. Regulatory issues
  4. Network design
  5. Interconnection agreements
  6. Provisioning process and supporting IT system
  7. Billing process and supporting IT system
  8. Network monitoring
  9. Payment Settlement
  10. End to End customer processes
  11. Product line selection
  12. Marketing plan
  13. HR structure
  14. The list goes on and on

Scott is right 100%.

Scott is right 100%. Building a VoIP company is an *enormous* task. And once the company has been built (website, software, redundancy, etc.), you have to negotiate cheap routes with other companies (ILECs, other VoIP terminators, etc.), which is not only difficult, but extremely time consuming.

Anyhow, best luck.

It's not easy and don't plan

It's not easy and don't plan on sleeping for the next 2 years but if
you are in Canada the legal restrictions are not as bad as in the USA.
Just set up a trixbox system and install a2billing. Get yourself a couple of routes
and start selling your services. Make sure you price it competitive and if you have to
sell at cost to survive so be it. Count on not making any money the first 2 years so
make sure you have a financial security blanket before you start.

As you get more customers, you can negotiate better rates and increase your profit
margins. You'll also need to register with the CRTC and provide 911 service.

It's not easy but it's not impossible.

On the other hand you can

On the other hand you can look at single person VoIP companies like callwithus.
They do not provide e911.
I doubt the guy who runs it has more than $250 per month out of pocket expenses.
A dedicated server in each of the 2 locations is probably $50-$75 a month.

How do you know he is a one

How do you know he is a one man shop? Just by reading his T&C's I can tell he is big enough to file direct 499's

Cheap dedicated servers have very low transfer limits. Wholesale Internet runs $20/M + transport.
