Dead TDM card?

A week ago we had a pretty decent power outage and the PBX stopped receiving or making calls over the zap trunks. (SIP works fine)
If you call one of the zap trunks it picks up after one ring, but you dont hear a greeting and it wont respond to DTMF input.
I have checked my full FreePBX setup and even did a restore from a month ago just in case. That was not the issue.
Zaptel loads successfully during boot and discovers my Openvox Wildcard TDM 400P with two CO cards. genzaptelconf confirms a proper configuration with two channels, as well as zttool.
When I run ztmonitor while calling in, I can see what appears to be ringing on the RX and pickup then what appears to be my greeting on the TX. Whats odd is that I cant hear any of it on the phone. I have plugged in a standard analog phone to check the line and it works great.

Any thoughts on what may be causing this? Does it sound like a hardware failure to you? If not is there more configuration I can do/check on zaptel?

PS> the only oddity I noticed was that I have SoftEcho installed but I cant seem to access any of the octvqued settings. I get bad command. Maybe I am just calling it improperly. I havent been able to download the user manual.

The best advice would be to contact Openvox support and have them double check everything. You may also want to look at the physical card for burn marks or other signs of damage. Finally swap lines to ensure it is NOT a telco issue.
