A soft-phone will simulate

A soft-phone will simulate another line. You can use a FXO adapter or card to simulate a Plain Old Phone Line. Many free echo services at each provider. What do you plan for this simulated line to do ?

I think the OP is trying to

I think the OP is trying to have two concurrent calls at one time using a single line.

The simple answer to your question is no. If it was possible why would people pay for multiple lines?

You could always get a SIP trunk which will eliminate the need to get a second physical line while still being able to make or receive multiple calls at one time.
