how can i input the 011. dial plan on the aastra device? 011x. didnt work- i use that for linksys and polycom

Do you mean on the phone's dial plan configuration parameter? With the default dial plan you don't need to add this, as the phone will allow the user to dial 011 automatically.
Or are you talking about something else?

I don't want that default 4 second timeout when you dial a number. Therefore I changed the dial plan to:
1xxxxxxxxxx|2xx|*xx
What do I put for 011? Different international numbers have a different amount of digits

You can avoid the 4 second inter-digit timeout, by just ending the dialed string with a # with the original dial plan. To add this just for international numbers, add the following to your dial pan 011XX+#
