7970 firmware loading problems

I am trying recover a 7970G. I am loading files via tftp/dhcp server, not using CME. I have all the files required, the phone si getting it's ip via dhcp and attempts to load the term70.default.loads file. I have a console hooked to it. the error message is VERIFY failed. Code 126 bad envelope format. TLV has tag 0x0d must be 0x01

This is being done as the phone died on network during firmware upg. A factory reset has been done but no help. Screen is black but it does have output from the Aux port.

I did come across a similar problem trying to load SIP 8.5.4 and kept getting the message verify failed.

Someone here indicated about not being able to load 8.5.4 directly and upon checking Cisco site I found that to do a 8.5.4 load one first needs to load 8.5.2. Then I loaded 8.5.2 and went on to upgrade to 8.5.4. Not sure what the issue could be if you are using SCCP.
